Scribnia is an excellent blogging community that lets you connect with and review other blog writers. Having a listing on Technorati will allow you to not only get reviews for your site, but if you have enough authority, you will get listed as a top blog in your niche based on your blog’s authority (or backlinks counted by Technorati).

Links can do this regardless of whether or not they contain the “nofollow” attribute, contain redirects, come from a site with a high PageRank , and so on. Then you will want to at least submit to quality ones like Alltop (free), Best of the Web Blogs (fee required), and Technorati (free). Join communities like My Blog Guest.
