The default choice for a great Blogging platform is WordPress. My recommendation is to go with it (full disclosure: this Blog is powered by MovableType and it's way too late in the game to make the switch to WordPress, but I would if it could happen seamlessly). I've seen countless WordPress bio pages that are simply left blank.

They could then create an RSS feed for those tags that is placed onto their internal Intranet site. Add RSS feeds to your website.
