Open the Live Photo you’ve chosen for your GIF, tap on the Live Photos button at the top left of your screen, and at the drop-down menu, tap Loop. Unfortunately, a GIF made in this fashion will not play on non-apple devices. GIMP , an open-source image editor, is one such alternative. Use the photo/video options for each.
