Look at the design of this blog (assuming you're not viewing it on a very small screen or mobile device - more on that in a second) - all this custom design was built using Blogger's own XML format. For instance, to provide an alternate, mobile, version of this theme, I can't just install a plugin to do it. Blogger is not Open Source.
