Setting up your listening posts and building a solid foundation can be done for free to cheap (on the software side) using tools like Google Reader, Google Alerts, Yahoo Pipes, etc. Remember Twitter is basically a giant word of mouth engine and your goal is to get people talking and then to keep them talking.
